Peter van Rooijen (1956, The Netherlands) is the Executive Director of International Civil Society Support (ICSS).
He is the former executive director of Aids Fonds and STOP AIDS NOW!, two fundraising and financing organizations committed to the fight against HIV/AIDS.

Aids Fonds is dedicated to supporting HIV/AIDS activities in the Netherlands, scientific research and access to treatment in developing countries. STOP AIDS NOW! was established in 2000 as a joint effort of Aids Fonds and the four major Dutch development agencies – Hivos, ICCO, Cordaid and Novib/Oxfam - and is committed to improving and increasing the Dutch development co-operation response to HIV/AIDS.

Currently Peter is on the Executive Board of the umbrella organization that hosts ICSS, Aids Fonds, STOP AIDS NOW! and STI AIDS Netherlands.

From April 2005 until April 2007 he served on the Board of the Global Fund as the Board member for the Developed Country NGOs. In that capacity he has been a member of the Finance and Audit Committee (FAC) since 2005, Chair of the Adhoc Oversight Committee in 2005/2006, member and Chair of the Nominations Committees for the election of a new Executive Director of the Global Fund in 2006/2007.

Peter is involved in AIDS related activities since 1985, initially as a psychotherapist and director of Care Services at the Schorer Foundation. In 1992 he started working for the National Committee on AIDS Control, followed by his appointment as director of the Aids Fonds.

A leading AIDS advocate in the Netherlands, Europe and around the world, he has been instrumental in building a number of important AIDS organizations and initiatives. In his role with Aids Fonds, he offered crucial early support to the Global Network of People Living with HIV/AIDS (GNP+), both through funding and secondment of staff living with HIV/AIDS i.e. in the establishment of Young Positives.

He also offered early support to the International AIDS Vaccine Initiative (IAVI), and has been a strong advocate for microbicide research, cooperating with the International Partnership for Microbicides (IPM) to build support for microbicide development in Europe. Under his leadership, Aids Fonds has provided significant support for amfAR’s TREAT Asia initiative and played an important role in helping to establish the PharmAccess Foundation, a leading non-profit organization dedicated to expanding access to HIV/AIDS treatment and care in resource-limited countries. Currently Aids Fonds, TREAT Asia and PharmAccess together run a leading initiative in resistance monitoring.

In his capacity as executive director of STOP AIDS NOW! he has been a founding partner of Dance4Life, a global initiative focusing on mobilizing youth to fight HIV/AIDS.

Peter helped create a Brussels office, to represent HIV/AIDS-related non-governmental organizations (NGOs) and to better advocate for HIV/AIDS funding from the European Commission. In addition, he has been involved in the establishment of the World AIDS Campaign and AIDS Action Europe, the European network for HIV/AIDS NGOs.

He has for many years worked closely together with the Dutch government on the national and international HIV/AIDS agenda. For example during the Dutch Presidency of the EU, especially on the issues of relating HIV/AIDS to Sexual Health and Reproductive Rights and New Preventive Technologies (vaccines and microbicides). This collaboration is characterized by a high level of trust and a continuous exchange of information and expertise, both formally and informally.

He co-hosted with the Global Business Coalition on HIV/AIDS the first expert meeting on the role of the business sector in providing access to treatment in resource poor settings (2002). As a follow-up he was, together with the Dutch government, involved in organizing the HIV/AIDS program and an expert consultation on co-investment within the Corporate Social Responsibility Conference that was organized as part of the EU Presidency of the Netherlands (November 2004).

Currently Peter serves on the Board of the Health Insurance Fund; a new, innovative insurance fund for countries in Africa that will enable low-income groups to receive collective health insurance through a premium subsidy. This insurance principle will make basic health care, including treatment for HIV/AIDS, malaria, cholera and TB, accessible to more people in Africa. The Dutch Ministry of Foreign Affairs is supporting the Health Insurance Fund with the amount of 100 million Euros for the next six years.

Next to that he is Chair of the Board of DGO, a Dutch network organization that stimulates the business sector to support the fight against HIV/AIDS and organizes for example the annual fundraising event "AmsterdamDiner".
